Affected are initially the waste producers, but not subsequent owners of the waste or with the collection and transportation contracted third parties. The definition of the waste producer can therefore also expand on such secondary raw material- and disposal companies.
Even as a third party, the obligations of the Act are to be transferred and the third party must present a waste industry concept to the condition under section 16 para 2 of KrW/AbfG.
